Rachel Homer

Counsel

Rachel Homer focuses on litigation and policy advocacy to support and expand voting rights and curb abuses of power. She does voting rights and civil rights litigation against federal and state governments; leads efforts to expand federal voting rights legislation; engages in efforts to reform the Department of Justice and other agencies; and leads efforts to analyze and advise on the constitutionality of democracy reform efforts. Rachel previously served as a litigator at the Department of Justice, in the Civil Division’s Appellate staff. She clerked for the Honorable Diane P. Wood on the Seventh Circuit Court of Appeals and the Honorable John D. Bates on the District Court for the District of Columbia. Rachel received her JD from Harvard Law School, where she served as an editor of the Harvard Law Review.
