Protect Democracy and others urge Texas counties to adopt reliable, secure voting systems

On October 21, 2019, together with the American Civil Liberties Union of Texas, the ACLU Voting Rights Project, and Public Citizen, Protect Democracy sent a letter to 29 Texas counties urging the adoption of secure, paper-based voting machines systems ahead of the 2020 elections. The identified counties currently use paperless machines, which present a significant risk to election security at a time when the nation’s elections are under threat. The letter details flaws found in current Hart InterCivic’s eSlate machines and ES&S’s iVotronic machines, including over a decade of research on the physical and cyber insecurities of both of those systems. The letter also notes that there is widespread, bipartisan agreement, including at the highest levels of the U.S. intelligence community, that election security is a matter of the highest priority—and that it requires a paper record of every vote. The groups urge the counties to use a voting system that includes an auditable, voter-verifiable paper record of every vote that cannot be altered or otherwise affected by machine failure. The letters — one geared toward counties using iVotronics, and one geared toward counties using eSlates — are below, along with the two attachments sent to each county.
