Scholarship on PR focuses overwhelmingly on using it to elect national and subnational legislatures (variously known as assemblies, parliaments, congresses, etc.). When we draw from that scholarship to discuss prospects for PR in the United States, we are thinking about how PR would affect elections and representation in the U.S. House of Representatives and in the state legislatures. There are no constitutional impediments to PR in these contexts, so electoral reforms could be adopted by statute. But of course, the U.S. political environment is populated by other key actors as well, most notably the presidency and the U.S. Senate, both of which are constitutionally bound to election by winner-take-all methods.
